First of all my apologies for not getting back to you in a more timely manner. I lost track of your issue and that is why it's critical for you to open a PMR for the incident ASAP so we can track better. I am the Development Manager for the Domino Administration Team and archiving falls under my team. We are currently not aware of any reported issues as you've described in this post.. The problem description has some similarities to other archiving problems we've resolved recently, but it doesn't match any of them enough to actually be one of these issues. If you can manipulate the archive settings, then it's almost certainly not a permission problem. Likewise, it doesn't seem probable that the replica ID in the archive profile is missing or incorrect. We're doing some further checking in the mixed client/server version aspect of your report to see if we can reproduce the issue.
